THOMAS J. MUELLER

Mr. Mueller is a co-founder of TEMCO and has in excess of 25 years of senior management experience in the environmental, financial, petroleum, chemicals and related services industry. Mr. Mueller has directed and participated in the redevelopment and remediation of Brownfield sites in both the public and private sector. He has successfully prepared Brownfields and CDBG, Blight Elimination and Brownfields Remediation and Site Assessment Grant applications for clients seeking assistance with the redevelopment and remediation of Brownfield sites. He has facilitated the redevelopment of contaminated sites by working with owners, developers, potential purchasers, federal, state and local governments, economic development corporations, housing authorities, banks and other private finance resources. Mr. Mueller is the Brownfields Chairmen for the Alliance for Environmental Regulatory Communication, a member of the State of Wisconsin Brownfield Study Group, the National Brownfield Association, and the External Advisory Committee for the Site Assessment Grant Program.

During the last ten years he has participated as founder and President of T. J. MUELLER & Associates, a professional services firm specializing in the project management of environmental remediation projects. Mr. Mueller has assisted owners and/or operators involved in remediation projects with source financing loans, preparation and analysis of consultant and contracting firm and laboratory bids, prepared remediation site expense projections and cash flow modeling and acted as liaison with State and Federal regulatory agencies. He has served as an expert witness in environmental litigation. In addition, Mr. Mueller brings his experience in operational and financial auditing to the review and management of remediation projects. Mr. Mueller participated in the industry review with the State of Wisconsin Department of Commerce (DCOMM), formerly the Department of Industry, Labor and Human Relations (DILHR), of the Petroleum Environmental Cleanup Fund Act (PECFA) fund administrative rule ILHR-47. Mr. Mueller has participated in review of the new emergency rule changes affecting the PECFA program as an alternate on the PECFA Code Committee in 1998 and 1999.

Mr. Mueller has established the ability to work with difficult or "problem" projects by assessing the "state of the project" and putting together a team to efficiently move the redevelopment and remediation project toward site closure. He has reviewed projects for banks to determine financial risk and adherence to regulations. Mr. Mueller has also developed document controls to insure that appropriate files are maintained to support the redevelopment and remediation work and its related costs for future review by the regulatory agencies or other third parties. He has managed the acquisition/divestiture of contaminated properties, including developing remediation agreements.

Provide suggestions for correcting "problem" sites for owners/operators and banks providing PECFA interim financing. Prepares PECFA claims and supporting documentation for submittal to regulatory agency for review and reimbursement. Structured real estate transfers of properties involved in remediation, including estimating financial risk and liability, projected remediation expenses and potential project timing for all parties involved.
